Message Management System for Commercial Electronic Messages was opened to citizens as of 07.01.2021. Thanks to the portal, all persons will be able to see the consents they have given to the Service Providers for sending commercial messages over the System and will be able to arrange their consents regarding phone numbers separately for “message” and “call”. For e-mail addresses, in the same way, all approvals can be viewed and changed from the “e-mail permission” tab.

What is IYS?


Message Management System for Commercial Electronic Messages (more commonly used as IYS) that allows for receiving consent from the relevant person for sending sms, e-mails, voice calls, exercising the right to refuse and managing the complaint processes, which includes advertisement, promotion, product promotion and generally increases the commercial reputation of the sender.


How can I benefit from the İYS Citizen Portal?

With the opening of the İYS Citizen Portal, all persons will be able to create a profile through the https://vatandas.iys.org.tr/ site by logging in via their e-devlet account or phone number. It will be very easy to manage the consents associated with the phone and e-mail addresses to be added after logging into the system. In the system, all Service Providers approved for sending commercial messages to your e-mail address or phone number can be displayed in a list, and you can change your approvals according to your preference on this tab. In the system, all Service Providers who has given consent for sending commercial messages to your e-mail address or phone number can be displayed in a list, and you can change your consent status according to your preference on this tab. Within 3 business days after the DENIED notifications you make here, the Service Provider will stop sending commercial electronic messages to your contact address.

We remind you that all your consents may not be displayed in the system yet, since the deadline set for Service Providers with 150,000 or less commercial electronic message sending consent to upload these consents to the system is May 31, 2021.


What is the Deadline for Managing the Consents I Have Given to Date?


According to the statement of the Ministry of Commerce dated November 30, 2020, the deadline for the citizens to check the consents given to service providers with over 150 thousand commercial electronic message consent obtained is February 15, 2021. The deadline for citizens to check the consents given to service providers with less than 150 thousand commercial electronic message consent obtained is set as July 15, 2021.

The aforementioned deadlines are only related to the management of commercial electronic message submissions made by Service Providers until the system entry deadline for approvals. In other words, people will be able to manage their approvals on the system as they wish, even after the deadlines mentioned above.
